Cluster / Section

Management and Services Section

·         Coordinating personnel affairs (staffing, promotions, covering of duties, acting appointments, confirmation of service, and Service             Record Books).

·         Coordinating staff conduct and disciplinary matters.

·         Implementing and managing the Human Resource Management Information System (HRMIS) at APM.

·         Managing official correspondence records, APM files, and communications (telephone and facsimile).

·         Managing store operations, procurement, and asset management.

·         Coordinating fleet and vehicle management.

·         Managing and supervising the upkeep, cleanliness, and landscaping of APM facilities and premises.

·         Managing service contracts, including security, catering, cleaning, and other related support services.

·         Ensuring payment processes are completed within the stipulated timeframes.

·         Managing payroll, staff allowances, trainee allowances, and claims for APM external speakers.

·         Managing financial accounts allocated to APM.

·         Managing, preparing, and monitoring the Operating and Development Budget estimates.

Cluster of Student Affairs and Resource Centre

·         Executing student orientation week (including matric card registration).

·         Managing student records, including database entry and student statistics.

·         Managing the Student Representative Council (MPP).

·         Managing student welfare, including counseling and medical treatments.

·         Managing student disciplinary affairs.

·         Supervising and coordinating co-curricular activities.

·         Drafting, planning, and establishing APM student rules and disciplinary guidelines.

·         Coordinating alumni relations and graduate tracer studies.

·         Coordinating the acquisition of relevant, high-quality, and up-to-date collections for the Resource Centre.

·         Coordinating the management of library collection records within the KOHA system.

·         Coordinating hostel management affairs.

Cluster of Skills Training and Fisheries Certification

·         Planning and supervising the Certificate in Fisheries and Malaysian Skills Certificate (SKM) programs.

·         Coordinating curriculum development and learning execution.

·         Applying for, managing, and supervising budget allocations.

·         Managing program certification and accreditation.

·         Supervising and coordinating industrial training programs.

·         Managing student entrepreneurship and innovation programs.

·         Managing student and instructor records.

·         Managing value-added courses for students.

Development and Maintenance Section

·         Supervising APM development projects.

·         Planning and preparing proposals for APM development budget allocations.

·         Planning and supervising current Malaysia Plan (RMK) proposals and APM Rolling Plans (RP).

·         Managing the Department’s Immovable Assets.

·         Executing procurement using development allocations related to facilities and infrastructure.

·         Planning, managing, and preparing work specifications for the maintenance and repair of APM infrastructure and ICT facilities.

·         Coordinating and ensuring the public address (PA) systems, CCTVs, and APM ICT equipment function effectively.

·         Managing and monitoring the APM official website.

Cluster of Maritime Studies and Nautical Technical

·         Planning and executing upskilling courses in the fields of Navigation, Maritime Technology, Maritime Safety, and Recreational                       Fisheries.

·         Providing lifelong learning opportunities in Navigation, Maritime Technology, Maritime Safety, and Recreational Fisheries to produce           competent human capital.

·         Planning and supervising budget allocations within the Cluster.

·         Executing Technology Transfer Programs, such as demonstrations and in-situ training, in collaboration with other departments or              agencies.

·         Providing competent and highly skilled instructors.

·         Planning the Training Vessel Voyage Program.

Cluster of Professional Development and Continuous Learning

·         Executing and offering training and human capital development in leadership, strategic management, public policy, economic                   management, negotiation, and other related areas to department officers and staff, aimed at building professionalism and                         cultivating a succession pipeline.

·         Developing officer profiling and executing human capital development initiatives for career progression and succession planning.

·         Establishing strategic collaborations with local and international educational institutions for human capital development.

·         Coordinating and executing the Recognition of Prior Learning (RPL) programs for Department of Fisheries Malaysia staff and industry         players.

Cluster of Fisheries Technical Studies

·         Implementing the Training Operational Plan (POL) of the Department of Fisheries Malaysia for staff.

·         Planning and executing upskilling, reskilling, and other civil service courses for Department of Fisheries Malaysia personnel.

·         Planning, developing, and executing competency development programs for APM instructors.

·         Planning training needs assessments and requirements for APM staff.

·         Planning and executing upskilling courses in Fisheries Technology, Food Processing, and Food Safety.

·         Providing lifelong learning opportunities in capture fisheries technology and fish processing to produce competent human capital.

·         Planning and supervising course budget allocations at the branch level.

·         Planning quality programs and initiatives for the Technical Studies Branch.

·        Planning Technology Transfer Programs, such as demonstrations and in-situ training, in collaboration with other departments or                agencies.

·         Providing competent and highly skilled instructors.
